And... there you have it. Back Taxes. You owe back taxes.
I don't know specifics... if you filed the 1040s or H&R Block or your neighbor did. The person who prepared your 1040 and signed the return(s) along with yourself, need to provide the supporting documentation required to support your 1040 and prove that you paid those taxes. If you can provide this documentation, the IRS will close the case. If you cannot provide the documented proof... you are responsible for the taxes, penalties and interests.
You cannot blame the IRS for your incorrect 1040 filing... even if someone else prepared your tax return. The person who prepared the form and the person who signed the form (you) are responsible. The IRS does not immediately turn over to collection companies. They do give you the opportunity to argue you case with one of their agents to a resolution. My case was resolved on my lunch break.
If the problem is with the collection agency... that is a private sector company. The IRS can go after them if you can provide documented proof of your payment to them. If you were scammed by this (fraudulant) company or persons... you need to get the police fraud investigation on their asses.
I have found that if you send a letter via certified mail to the local tax board, requesting they contact you... they will. Just be sure to include as much information as possible regarding the case (case number, copies of notices sent by the IRS, etc... ) they will contact you.
You may also want to seek the advice of a tax attorney.

Not me. The IRS is the Internal Revenue Service. I would expect the IRS to enforce cases dealing with internal revenues... just as I would expect the FBI to come after me if I commit a capital offense.

And if George W. Bush passed a Health Care Reform bill that did not allow insurance companies to drop me because my treatment wasn't profitable to their bottom line... I would applaude him. I don't know if I lie or cheat the IRS because I don't understand the tax laws.
Of course, if I am cheating, I'm doing a piss poor job of it considering I have to write them a check for $4K in a couple of weeks.
Question - what aspect of health CARE was actually reformed?The only people we should try to get even with...

I had to laugh...here in Canada a lot of our newscast lead off the news the day after the vote "now that America has health care" then went into the story about the vote, almost made it sound like you had no health care at all. Really, when it seems it will benefit the uninsured and make sure people don't get denied coverage or cut off. Sounds like a lot of unknowns still exist.I have certain rules I live by ... No... you KNOW when you lie and cheat. It's when you place all of these charitable donations you supposedly made during the year and bump the numbers up to lower your taxable income. You KNOW how much you pay out... and if you don't know, you should. Or you work for wages paid, under the table, and do not report them... clearly, cheating.
The 1040 is fairly easy... here's what I made... here's my investments... here's what I can legally write off... here's what I have overpaid or owe. And Turbo Tax makes it even easier.

No - I would know if I were doing those things. I guess what I'm saying is there are likely deductions out there that I could take, but have no clue about them. Or, there might be deductions I do try and take that I really am not eligible for just because the wording and worksheets are over complicated. My point was more about how crazy our tax laws are rather than whether I was cheating or not.
If you can't tell, I'm all for a consumption tax to replace income tax.The only people we should try to get even with...
