The line was lifted from Ann Richards' speech at the Repub Natl Convention in 1988...
Here's another of her memorable lines from that same speech:

there's nothing like someone asking a question, several people doing some research and finding answers (with links), and then having someone oblivious come along 8 or 10 hours later and chiming in like an expert with info that's completely wrong, without having taken a look at the minimal number of posts ahead of him that contain the facts....this place is almost famous for it.
