Just did a quick google search and the expression goes back as far 1935 when an unattributed conservative referred to FDR's Brain Trust as such.
Barry Switzer ex Cowboys coach said it 1986 and is also attributed with the quote.- Busted down the pretext

The line was lifted from Ann Richards' speech at the Repub Natl Convention in 1988...
