How do you determine which pedal fits into the modulation catergory?

    anything that modulates the signal cyclically.

    phasers, tremolos, choruses etc.

    i guess even things like wah's and envelope filters might be considered modulation as, even though they aren't cyclical, they are modulating frequencies etc. dynamically.

    If you follow the general rules of pedal order, basically everything after your OD/Distortion pedals is modulation.
    Auto Wah pedals (like the Boss AW-3 or MXR M-120 Auto Q) typically fall into this category as well.
    I place my traditional wah/uni pedals in-line to the amp from the guitar.

    It's worth noting, however, that a lot of guitarists prefer to put mdoulation pedals such as vibes first in their signal chain.
