If USA decides to stop payment on a loan and the other country (China) claims we violated the agreement and decides to take military action, who "started" the war? I'd still say China.
Is it the first one to take military action? Well, we, and just about every other country, have already been taking military action for years. What about if the US annexes another country, and WWIII starts because the world retaliates against the annexation and declares wars against the US? You know, how WWII started. That would definitely be the USA starting WWIII just like Germany started WWII.

Russia has already invaded another country and no one has stepped in with direct military action to stop them, mostly because we all realize it isn't worth WWIII.
If there is a WWIII, I believe it will be a chain of events that won't pin down to just 1 thing. Maybe 1 country does something wrong, but then other countries react in a way to to escalate it. Like what's going on with Russia and Ukraine. We know what Russia is doing is wrong, but we're not getting directly involved because we don't want to start WWIII. Russia also chose a country that he knows we won't directly defend for that reason.0 -
