Engineers from the China Ship Scientific Research Centre have unveiled a compact device that slices through armored fiber-optic cables at depths of up to 13,100 feet (4,000 meters). Originally designed for seabed mining and salvage, the cutter now has dual-use potential that’s raising alarms across the world.

Global communications – from banking to cloud services – depend on a dense but vulnerable network of subsea cables. Most of them run through key chokepoints like the South China Sea and around Guam, which also happen to be strategic military hotspots.

The tool uses a 6-inch (150 mm) diamond-coated grinding wheel that spins at 1,600 rpm. It’s mounted on robotic submersibles like China’s Striver or Haidou, and can operate in total darkness, under 400 times atmospheric pressure. Its motor only draws 1 kilowatt – small enough for stealthy, uncrewed deployment.

Unlike traditional cutters, this one is designed to work in near-zero visibility, using advanced positioning systems to find and align with cables before slicing them cleanly. The goal, according to Chinese scientists, is marine resource development, but its ability to target critical communications infrastructure has caught the attention of military analysts worldwide.

If deployed near bottlenecks like the second island chain in the Pacific, the device could severely disrupt internet and military operations – without surfacing or being detected. It comes as China expands its dominance of undersea tech, including the world’s largest fleet of submersibles and the construction of a deep-sea research base 6,500 feet (2,000 meters) down in the South China Sea.

The technology highlights how critical and exposed our undersea systems really are.
