What it boils down to is that intelligent law makers with better ideas go after law makers of far less intelligence who are basically clueless because they don't want the less intelligent law makers to screw up the country any more than it already is. And less intelligent law makers go after the more intelligent law makers because they don't want to have to sit in the corner with a dunce cap on and be ignored.
