I keep hearing that they keep him down for longer rc contract control.

He SHOULD be though.

There are rules to consider now about the "holding down" part.  I'm not up on them all but I believe if they perform to a certain level once up that the player gets time.

Yes they changed rules to encourage teams to bring up earlier and also to benefit the player if they are held down and the players perform at a high level.  If I see another article on it, I'll share.
Takes too much time to keep up with all of the changes!
