Aw, I feel bad about putting Matthew Sweet in the same category as Right Said Fred and Chumbawumba. He's a well-regarded musician, did a lot of work with Lloyd Cole IIRC. I guess it depends on how we're defining "best"? Because he's a very talented guy, not a novelty act.

Lloyd Cole is a name I haven’t thought of in a while. He is married to my friend’s sister, Beth. I went to their wedding with my friend. Feels like a lifetime ago.

Of almost everything I've seen on this thread, I think this fits the most here.
The "One hit" part is obvious- "Fade Into You" is such a great song great.  But of course that doesn't mean Sandoval and Roback didn't make other great music together.  Both So That I Might See and Among My Swan are filled with terrific cuts.
Which brings us to the "wonder" part.  It's truly a wonder these albums didn't garner a broader audience.
    Alas, the 90's...

Holy shit I remember this one!  This was when all the cool clubs in NYC were getting closed down by Gulianni and a huge growth of Techno was out there.  I listened to so much underground stuff from the Limelight that was amazing.

I was too young to go to any of the clubs but I got a hold of the music.

Chumba was big in the punk scene though even with only 1 mainstream success.

No offense intended, Dyer, but maybe inform instead of scold?

After PJ, I've seen Lloyd live more than any other artist, starting with a small show in San Francisco in the early 90's that was plagued with drunk pirates. Great songwriter, got to meet him once or twice after shows -- seems like a nice guy.

Don't think this one was mentioned (although this was more of a minor one hit wonder though). The Caufields- "Devil's Diary"

I'm no rocket surgeon, but i'm guessing he means bands that had 1 hit in the 90's.

Top 3 offenders I've seen are:
    Pavement
    Mazzy star
    Eels

    It's still not good though...

They actually had another song that was.  I was shocked to learn it was them.
