No it's not new, however every state has different rules, timelines, reasons, etc. For example, FL and AZ have essentially universal mail in voting if requested. Virginia, where I live, you used to need a reason, although it changed this year. The reason it's an issue now is that the Democrats have been calling for a federal law to allow it universally, rather than leaving it to the states. Trump then decided to defund the post office. The GOP is against mail in voting because they want as few Americans voting as possible... their success in November depends on it. Gerrymandering, shutting down polling stations in low income neighborhoods, voter ID laws... they can't win without resorting to fuckery and everyone knows it.
