How do you get HTML turned on??

I've noticed I can't get HTML turned on or img... Anyone know why?? Or, HOW to do this?? Is this something only certain people are allowed to do??

    Those features are disabled on the board for everyone. With the exception of the Art Wall...that is the only place you can post 's.

    but i see ppl on the porch using html all the time changing their fonts and colors.
