Apparently the avian brain isn't very well understood at all. It's researched a fair amount because birds have complex patterns of behavior. They could model a worm with a limited number of neurons, however they only have basic behavior and don't serve much use as an artificial brain.
I checked out http://www.avianbrain.org and got the impression that although the avian brain has been studied a lot, they don't really know how it works. I guess it makes sense that birds would have evolved brains differently than other species. Not every brain is going to be like ours. We have consciousness that allows us some ability, we aren't sure what it is. That may not be true for birds, or all other animals. It may have evolved in us or apes, maybe dogs or cats, maybe birds, cows and pigs. But what is it, how do you classify it, describe it and detect it?
We know that evolution works on a chance - selection process on the cellular level. Any and all organisms developed by some kind of chance. It may be safe to assume then that all brains would be different. However, we can just look at similarities, such as eyes, tongues, lips, ears, limbs, etc.. to see that there is a system, there has to be laws that we aren't aware of. There is no way a totally random chance occurrence out of a googolplex could consistently produce the exact same things. I mean we are talking about billions of billions, trillions of mutations to make a single human organ, yet we share those organs with many other species. Plants on the other hand are completely different. They soak up water and use sunlight to convert the water and carbon or something to energy.
