What's the best way to make your avatar 30kb?

I am having trouble making a picture I want to use as my avatar 30kb, since that is the minimum size. Can someone help me with the best way to do this?
Out of the Blue and Into the Black................Uncle Neil Philly 08 here I come!!!!

    If you're using Windows try this:
    1. open up the picture with Microsoft Office Picture Manager
    2. look for an icon on the top left of the tool bar that says "edit pictures." click it.
    3. look for a link on the lower right hand side that says "Compress Pictures." click it.
    4. select either "web images," or "e-mail messages" and click "ok" button.
    5. save as whatever you want to call it. otherwise, if you don't mind permanently compressing the original, save.

    Open an account on photobucket..you can edit pics there
