Question on the T-shirt contest

I seem to have forgotten this from my art classes, but they say a maximum of 4 colors, plust the shirt color. so do black and white count as colors?
My favorite Pearl Jam song: "Corporate Greed Boat Asshole Behind a Counter in the Oval Office"
