I'm looking to build my own message board/forum site. I would like to use this same format. Is this format licenced? or is it open source that is free? any input would be very helpful

    It's licensed. You also need to have a host, which you might have already have.
    You should also be somewhat familiar with PHP, MYSQL and HTML.
