IP address blocker?

hey I was downloading some stuff off of Mega upload and it said I had to wait like 5 hours because my IP address DLed enough for the day. I remember a few months ago there was some internet poll where PJ was against Evanescence and someone posted a site where you could block your ip address, anyone know where that is?

They are typically referred to as proxies and what they actually do is slap another header and footer on the packet as it passes through the server. I'm surprised they haven't figured away to get the root IP from the packet.
