VBR mp3

Ok so how do VBR mp3's work? How do they choose what bit rate to use? why do they use different bit rates?
I’ve seen Pearl Jam 25 times, Eddie Vedder 9 times, and Brad once.

    Check this simple FAQ here.

    After lots of searching with no real results, I've come to the answer that VBR is not a standard, so how it actually works may differ from encoder to encoder. Best bet? Dig around this site here.
