Help with cutting picture mounts?

I want to start faming my own pictures and prints. I need some advice on cutting the apertures in the picture mounts. There seems to be a wide variety of cutters ranging from £20 ($40) to anything in excess of £300 ($600). Anyone used a cutter from the cheaper end of the market? And do they do the job? I’ll only be cutting 4 or 5 a week to begin with, so will a basic cutter work for me? Any help would be much appreciated.
