I need help buying a camera

I want to buy a digital camera for my wife for her birthday. The problem with her current one is the shutter speed is really slow (I think that's what it is, I really don't know anything about cameras). When she takes a picture it takes a long time for the picture to take, so usually, she misses her shot. She mostly takes snap shots of our kids. Anyone have a recommendation on a camera that won't pause so long before taking a photo?
