A Computer Question

I have Vista Home Premium and somehow...I seriously have no idea how...the toolbar that is always on the bottom is now randomly on top!! And it's driving me insane! Someone help me, please!

    you have to click and drag it to the bottom, i think you gotta do it to the side first then the bottom.

    I figured it out. It was locked, that's why clicking it wasn't working.

    That happened to me Amentschick and it drove me nuts too..and i also found out it was locked.
