Kyoto Accord a putrid agreement

So, I assumed like everyone tha the Kyoto accord was actually designed to reduce greenhouse gases, but reading about it the other day, basically what is happening is that functioning industries are just purchasing "carbon credits" from defunct Russian industries and not really changing their practises much at all.
Meantime, a lot of money is pouring into corrupt hands in Russia, where it is doing no good at all.
No wonder Johhnie Howard refused to sign.

    yes and no ...

    the accord IS meant to reduce greenhouse gases however, how an individual country decides to do that is up to them ... most countries (that matter in terms of ghg emissions) think only short-term and are not willing to make the sacrifices necessary ...

    also - the accord was a negotiated one with no teeth ... watered down by the big polluters ...

    john howard didn't sign because coal is a major export for australia which of course is a major contributor to ghg ...

    for all it's failings as an accord - it was something ... the bottom line is sign or not sign - ACTION ... something countries like the US, Canada and Australia have actually done ... having said that - your new guy offers some hope ...
