They can do whatever the fuck they want in Iraq. Of course Blackwater STILL got away with that massacre last year, on top of thousands of more deaths that barely anyone was held accountable for.
Oh, and for people who have been saying things like "Iraq is much better lately... the media just builds things up to make it look like it's still 2003..." well, take a look at this:
