I believe that was a speech given by him on the house floor back in July 2003
He knew what time it was on that situation 5 years ago...
As for the intimate workings of the economy, he knew what time it was on that scenario 30 years ago.

That said, what intervention should the government play in issues like caring for the needy, the sick, handicapped, etc.? I assume none at all, according to Paul. Am I right? That would seem to be the libertarian position from what little I've read; what I earn/acquire is mine, and no one can, without violating my right to my property, take it away from me by force/taxation. Is this correct?
It's not a yes or no answer. It's much more complicated unfortunately, and this is where he loses a lot of support I think. It's not because of what he is saying, but more that people don't really understand what he's saying when he says it.

This is where a lot of people scratch their heads and the lines of understanding go grey.
At face value I disagree with him on this, but he is not going to just flip a switch, and toss people in the street. Not going to happen. It's a transition towards REAL change. Meaning you don't get income taxed, and other taxes go down even further as big govt is reduced and further optimized. In his economic plan, the currency is not devalued continously, and gains strength and buying power, so you in effect gain wealth. Those two things in combination with reversing the insane overseas spending is a cumulative effect so that you can have money to do what you want with , instead of the govt taking it all the time. Eliminate people taking out of pocket all the time, and strengthen the currency to give the people more of their lives back from a system that steals and wastes.
It's a concept to move towards rather than turn on overnight and watch people scatter and bleed.
Looking at the US economy....there is not a lot of available options here....the hole is already dug very deep, and a REAL plan needs to come out that actually does anything to reverse the downward spiral.
Not to mention the money lenders get thrown out of the temple. That step alone is like excising a leeching cancer on the face of society.
Nobody (except Gravel and RP, or perhaps Kucinich) talks about the usury reality. It's literally sucking the life out of people. To say nothing about that reality, like a coward, is the most unpatriotic thing I can think of. Real actual change, not this pretend Obama bullshit that's pawned off as change.
