1) It's from 2000 says the camera filming it. Not exactly breaking news.
2) The military practices for everything. That's what they do. Martial law they must also practice if the order should come.
Not that I'm a fan of the military or martial law, but that movie doesn't scare me at all. Apart from making obvious what is always there, that the army could do something like that.

That's exactly it. This is pre 9/11. What were they expecting to have happen to start conducting drills like this across the US?

Do they practice live exercises on the streets in public? Actually detaining the public with roadblocks?!? This is normal? riight...

In this case detaining people in little towns does seem a bit much, I'll agree to that. And the people hindered I hope gave the local military hell for that, as they should. But I see no reason to put that in a big conspiracy web of events. Especially not since the only indication that things are like the commentator says they are, is that the commentator says they are. And he sounded like he had an agenda with this. (I mean come on: "Teaching young soldiers it is ok to intrude on private citizens and do searches...". What are they doing on checkpoints in Iraq and Afghanistan? Or is it just bad coz it's americans being bothered...)
As I said, it does nothing to me but to show what they CAN do. As is the point of the military of any country. Keeping the peace and acting out the will of the congress/president/king what have you. As such, this tells me nothing new, nor does it have any sinister consequences or meaning apart from the military being the military.
