Why can't we just revoke authorization?

This might sound incredibly naive of me, but what happened to the plan to try to revoke the authorization of Bush's war in Iraq? In February of this year both Biden and Carl Leven were drafting a bill that would revoke the 2002 approval to go to war. I don't see that it's a bad idea.

I'd love to see us all just impeach Bush and Cheney instead, but -heh- I'm not THAT naive.

If Hillary Clinton is right in saying that the Senate and House were misled at the time that they gave authorization, due to the fact that we now know there were no WMD's, then why can't the authorization be declared null and void? Couldn't we then limit the number of troops needed in Iraq because it would technically be an Operation and no longer a "war"?
