Back in the early '90's, my mother and step-dad decided to move to a small neighborhood in PA, near Scranton/Milford. The community was mostly a bunch of homes built amongst the trees, with one club-house, two churches, some lakes, etc. and nearby schools and shops. It's a gated community and most of the homes, back then, were built to look like ski lodges. The majority of homeowners used these houses as vacation homes only. My mother lives there year-round.

When she moved there, the only guiding principle seemed to be: guard your garbage cans. There are bears, deer, wild turkeys. The bears tend to want to eat the garbage. So people were conscious of that and they built their disposal systems accordingly.

Now it's 2007, and my sister and her husband moved into the community, only a few blocks away from my mom. And today my sister and I were emailing each other about the pet food scare, and I asked her if she kept her two cats indoors or allowed them to go outside (we were discussing cat diets). And she told me that the community is considering passing a new rule that states no cats should be allowed outside because they might kill birds. Meantime, PA allows kids a day out of school so they can go hunt deer with their dads, but that's beside the point....

I asked my sister why there were now so many new rules and regulations in what once had been a community built mostly for vacationers. She said that more and more people are living there year-round, and many of them have become political and have joined the community board and made new rules.

My sister is disappointed because she feels that so many of the rules and regulations already put into place are not regulated, yet that doesn't stop the community board from making yet MORE rules....

Sounds like US, doesn't it?
