US and Canada Immigration

Why is it that the US and Canada will make it easier for people to immigrate that come from countries where they have citizens of those countries that wish to do harm, and will if given the chance, mind you not all but many. Yet they make it so difficult for Canadians and Americans to immigrate to each others countries, makes no sense.
