    I ride and if they were riding 15 minutes into the race, the riders probably were hitting speeds of 22-28 mph. It's amazing more were not killed. I'm wondering though if this was a race where were the race officials to either warn the riders or stop this driver in some way?

    Usually in road races the race course is completely blocked off from motor traffic.

    It is Mexico. They don't have the high safety standards that the States have. My cousin was parasailing and the people on the boat in front of them crashed into a building because the boat driver cut the rope.
