A question about history; hope ya can help

Anybody here studied U.S history around the time of 19th century turnover. I'm doing some review about a piece of paper called the Insurrection Act of 1807..I don't quite follow it; however it may be worth take notice of its resurfacing on the table in w/h--d.c. Has this topic been discussed at the board recently? Thank you.
