delegates?

Frankly, i'm a bit confused by this whole process. Maybe someone here who is more literate in this area can help explain to me the significance of delegates. Although billary clinton won the STATE of Nevada, Barack Obama came away with more delegates (13 to clinton's 12). i have a general understanding of how this is possible, but, what i don't understand is it's significance. Obama, overall leads clinton 38-36 on delegates, but, what does that actually mean? Thanks, all.

Basicaly, some caucaus's work like this.
People walk in and "vote".
Also, at the back of the house, near the end of the "vote",
SOME people stay behind (any one welcome to who is registered, just need to show initiative) ... some people ask to be "deligate nominees" ... "hi i'm john, i support Ron Paul, and i want to be a delegate!" ...
then its ok ... John, Mary, and Judas, go ahead and tell the people who stayed behind why they should vote for you as delegates.
Then after they all talk, it's, "okay, you folks who stayed behind to vote, there are 2 delegate slots to fill in this precinct ... you've heard those three talk ... pick two of them to be delegates."
Oh look, they picked Mary and John ... A Romney and a Ron Paul support. Poor Judas, the McCain supporter, he didn't get to be a delegate.
