I watched it live on BBC Parliament, today. You'll find a video link to it, as the caption to his photo, on this page:

Below is a link to the best article I've read on the speech, so far. It does, however, omit to mention awkwardness among the audience, when Blair tried to quote successes of the criminal database, as a reason for backing ID cards for all.
