Well, at least in this country, the Federal Aviation Adminsitration only deals with things that fly in the air. Last time I checked boats floated on water. That's where Coast Guard certifications come into play.
While were at it, why not just rubber pad the entire world?
Let's ban any angles less than 120 Degrees.

How much safer do you want airplanes to be? They are statistically the most safe form of mass transportation? It's about as good as it can get.

on a lighter note,
i am having a crappy day and have a postal exam.
secondly,
if we could install survival kits in lifesaving boats and put some kind of a flotation device in the base of airplanes,
then we coul;d save more lives.
mostly all victims of crashes that go down in planes drown,if they survive impact or are unconcious due to head trauma,
i would educatedly guess.
