eastern europe defence

so this morning i hear george bush jnr say that an eastern europe missile defence system is, 'to protect against a missile attack from a rogue regime.'
needless to say moscow is not amused. and i have to wonder WHO are these rogue regimes washington has in mind and can the US see the irony in such a statement.
i also have to wonder at what point a defence system becomes an attack system?
this news comes hot on the heels of a similiar system being purported by japan, australia and the US, which is in no way anything to do with the emergence of china as a possible threat. yeah right. ;):)

    and honestly in the big scheme of things i believe the US(mostly) and friends are just using these supposed rogue states as an excuse to fulfill their own agenda. cause coming out and saying we want to keep russia and china in line (for whatever reason) probably wouldnt go over too well. :)

    It's an intimidation tactic.
    Progress is not made by everyone joining some new fad,
    and reveling in it's loyalty. It's made by forming coalitions
    over specific principles, goals, and policies.

    im not particulary fussed with countries having nuclear weapons(if they indeed have them). im more concerned with them having the delivery systems to use them.

    All of these countires have that missle capability. Iran has missiles that can reach Europe. North Korea has missiles that can reach Japan, and maybe the west coast of America. I'm not sure about Pakistan.

    there is a huge difference between being able to plop a missile into the sea of japan and being able to strike california, oregon or washington. dont give me maybe, cause i recall someone saying iraq could be ready to launch an attack in 45 minutes.
