So they passed it, they gave the president an ultimatum-pull out or we will pull funding.

What I dont get is why they dont just do it

One question that no one has ever really answered to my satisfaction... what does winning the war mean? A propped up sham government with a little less sectarian violence? I just don't get the point of us being there with hundreds of thousands of troops anymore.

Winning the war means that US companies control the Oil in Iraq.
It's funny but the other day I was watching the documentary, I'm sure you've all seen it (Why we fight) and my son who's 7 sat down and watched about half of it with me. In the process his 7 year old curiousity took over and he started asking me all kind of questions about the war and about why we are there. I tried to explain to him the version his teacher would probably want to hear and then I also gave him my two cents about how we shouldn't be there and about how Oil is a big reason for us being there.
His response after this whole exchange was simple but somewhat interesting, at least to me.
He said well, if we need Oil then we should go get it. He did't seem to care that we were lied too about the war or that people were dying(I dont think he really gets that part of it though) but he was just like hey man if we need something lets get it. I fear I'm raising a Republican.
I ask the same question. And I don't even know if we can call this a war. We're basically a ill-equipped, undermanned police force trying to keep the crips and bloods from killing each other.
I dont think the Dems want to own this war. They want it to be the Republicans fault. Also, I imagine that whoever runs for President will have a plan for getting us out just like in 1968, also 4 years from now that same person will be pushing the same plan just like in 1972. We're not leaving anytime soon.
A phased withdrawal is the best answer, and should be started as soon as possible - i.e. when we have a president that'll do it, rather than pass all the responsibility on to someone else; but that's par for the course with this administration. An immediate withdrawal due to a funding cut would be ugly, and it's not hypocritical or "full of shit" to believe that.
So, since you have this all figured out, how long do we stay? Please note that if your answer is "as long as it takes" you'll need to inform me as to the nature of the word "it." If the word "it" is a reference for the word "victory," you'll also need to explain to me exactly what victory is. If "victory" means "winning the war on terra," you'll need to detail that goal so I'll know it when we reach it. If the details of that goal revolve around "killing all teh ter'rists," then you'll need to explain to me how we'll know when all the terrorists are dead. If you then say - and this would be the only true answer - that we'll never know when we've killed all the terrorists, if we even can, then you need to realize that you've signed us up for an endless war and occupation of a foreign country. We will never leave Iraq. Is that what we should be shootin' fer here?
