Norwegian parliament is now treating a proposal to make gay marriage equal to regular marriage under law. It is expected to pass parliament, but it remains to see whether it does so without changes. In effect, they get the same tax-brekas as married does, and gets the right both to adopt children and the use of assisted fertilization. Full equality, in other words.
