Is Bush Committing an Act of Treason with this Iraqi Agreement?

Bush's action's in time of military engagement seems to conflict with military laws, by placing U.S. troops under the displinary laws of the government of Iraq while we are still officially engaged in military actions within that country?

By allowing contract troops, Blackwater to also be held legally bound by Iraq laws even though we have been told their function is to protect the U.S. embassy, which would be considered U.S. soil.

    I don't think its treason, but I don't agree with it...
