Question for people in Coal producing States

If the oil companies are required to pay stipends to the State of Alaska for all of its citizens even though 90% of the oil is on FEDERAL land, then

WHY aren't the coal companies required to pay stipends to the people in such States as WVA, KY, and PA.

    They might be, but if they're not then it's probably because we don't have politicians as shrewd as those in Alaska.
