First rule of reading poetry: Never presume that the first-person narrator of a poem is the author. The speaker of a poem might, on extra-textual consideration of biographical data, be argued to share the opinions of the author, but even an authorial narratorial voice is a writing effect and not a physical fact.
The poem did feature a disclaimer at the end, which I either read or misread to state that it was composed by one of the "smug little shits" whom the speaker of the poem is seen to abuse. This poem is, in view of the declaimer, likely to be read effectively (even if, as it turns out, not intentionally) as an example of irony.0
