Where is this song from? Is it a cover?

I think it was an original Audioslave song meant for their first album but complications with Morello's guitar in the studio prevented it from been completed. I think I read something like that a while ago, or maybe I imagined it, so I'm probably wrong but there you go!

Does this exist in any other form, besides that one live version (which, thankfully, is very high quality)?

Muppet's quite right. It never got finished in the studio, but they did play it live quite a lot on their 2003 tour. There are several live versions around. "Techno Ted" was a working title, I think it referred to Mr Nugent.
