I paid $300us for an '85 MIJ Strat. SSS though.

I'd say the only judge of if it's a good deal or not is your ears and your hands. I would play it first if you have the opportunity.

considering that MIJ strats are more common in the UK than North America, it shouldn't be more than 250 pounds, especially because it has been modified, i would definitely try and beef up the bargain to around the 150 pound range.

Guitars are generally more expensive outside the US though. I'd say 199 is a decent enough deal. Although, like novawind said, play it first.

If it sounds good then £199 isn't bad.

For comparison of guitar prices between the US and UK, you can generally switch the $ sign with a £ sign and you won't be far off.
