Marker in the Sand: crazy-ass tuning??

Howdy, this is my first time posting in the musician n gearheads bit, so be gentle
I'm sure I read somewhere that Marker has some sort of weird tuning. The verse is playable in standard tuning, but I'm lost when it comes to the chorus and bridge bit. Then again, anything more technical than drop-D tuning has me baffled.
Anyone got any ideas?

Tune the E down to the D
Tune A down to the G
D stays the Same
G stays the same
Tune the B up to C
E stays the same
Then put a capo over the 3rd fret
That should help you
