Does this person have any effects pedals? If not, a simple overdrive or distortion would probably be a good starting point.
If this person already has a lot of guitar stuff, I'd say general accessories are the way to go. A couple packs of new strings, fretboard cleaner, guitar stand, humidifier for an acoustic, this list goes on and on.

All I'm sure of is he has a Strat & a Marshall amp probably both on the lower end
Is there anything that could help get a Black Keys type tone?
Or you could be uncreative and get him a $50 Guitar Center Gift Certificate (or five $10 gift cards to look like more).

can you get a groupy for $50 ??
I say strings are the way to go as well. Personally I recommend Ernie Balls but there are lots of good choices.

I'd say most guitarists want one, but most guitarists don't want to buy one.

Eddie uses one on Wishlist, and a few other tunes (intro to one of the new songs.....can't remember the title).
I have one, and it's a very cool "toy" to play with.
