i have a Boss Overdrive pedal (i assume pretty cheap but i bought it from a friend for $20).

it wont turn on/off, its always on when i hook it up which causes some difficulty turning that metal crunch off.

anything i can do or is it supposed to be that way for some reason?

  • sounds like a bad footswitch. It should go on with one hit, and off with the next. Kind of a common thing for the switch to go bad. Sometimes they are erratic and you really have to stomp on them to turn them on or off. It's replaceable. Take it to a music store and they should be able to replace the switch.

Or spray the switch with tuner cleaner (Radio Shack sells it) Sometimes that's the magic cure all!

    What model is it?

I'd agree that it's probably just in need of a new switch.
...and if you don't like it, you can suck on an egg.
