Stubhub tickets?

How are there tickets on Stubhub already? I thought that they couldn't be sold for more than face value. Some are crazy expensive.

    For venues with sports teams, some tickets were made available to season ticket holders and they aren’t restricted on resale. Other honestly may be a promoter/venues/etc who also did not have restricted tickets.

    99% Speculators; scalpers who don't even have tickets yet, who hope a sucker pays them a fortune now for tickets that don't exist, and then buy you tickets much later when secondary market prices drop

    $1800/ea for non-field tickets at Fenway on Stubhub haha.

    A lot list them as instant download. I assume that means they have tickets in hand to sell and not speculative tickets.
