Can 10c tickets now be sold on F2F resale through ticketmaster? And are they sent before? (UK only)

Trying to understand this new system and I've read it a few times and I think this is correct.
So my mum is a member and so am I. I can't make the London show as i'll be at Glastonbury but i'll happily apply and if she doesn't win and I do then happy days and she can have my tickets. But if we both win then i'll need to sell 2 tickets. I can't be at the show on the day to pick them up for her if I do win, so are they sent out in advance now?
