Having trouble listing tickets onTM

Keep getting the same message. Unable to add card. I can add a card to get the money deposited but it won't allow me to add a card to refund the buyer if the show is canceled. Anyone run into this problem? I'm using my phone. Do I need to be on a laptop??? Any help would be appreciated. Thanks
