DoD is famously lax in this. With major pushback and outright defiance. Here is one area that Congress needs to address and quickly. They are tasked with ferreting out fraud , waste and abuse after all, BUT have conflicts of interest themselves taking money from industry and direction from lobbying efforts of the same.
