These people are masters of understatement. Of course the mayor wants to know why; now we all want to know why. And it's not like down the road in Guelph police officers shoot their colleagues every day.
I liked how they admit that, when police shoot each other, there's a presumption that it was a "reasonable discharge", but when non-police shoot someone there is a presumption that it was not a reasonable discharge. Innocent until proven guilty, if you're police.
