At Wrigley, grandstand seats start 1-2-3-4-5-6 on one side of the aisle, 101-102-103-104-105 on the other. So it depends. If you move into the high row # toward the back of the 200's (Terrace Reserved vs Terrace Box on the Wrigley baseball map), you are kind of tucked in there below the upper deck. Perhaps they've improved things over the years, but the sound was pretty poor when I sat there for concerts. On the other hand, the roof over the 400/500's is pretty high, so I haven't noticed any impact on sound quality. Further, the upper deck at Wrigley is not terribly high relative to the lower level. It's not like modern arenas (e.g. United Center) where they have stacks of suites boosting the upper deck to the stratosphere.
Take a look at this Billy Joel pricing chart, you see they value low 400's the same as Low 200's, 100, or Field.
