There was a recent Frontline PBS documentary on what is now going on in Myanmar. Ever since the 1995 intervention in the Bosnian war in which NATO responded, but did not in Rwanda, which was happening around the same time; I've always wondered if NATO or the U.S. should step in and why they decide to or not. I have tried to understand the complexities and issues of these events as well as I can. A good book although somewhat dated is titled A Problem From Hell: America and the Age of Genocide by Samantha Power.
